Should she or shouldn't she?

1. He is about 3 months old.
2. He is friendly.
3. He has been living and indoor/outdoor life.
4. He would need to be tested for anything contagious.
5. He has pretty green eyes.

Mom was thinking about fostering him, but we know she would be horrible at it and he would end up living with us forever. With 15 of us here already, mom isn't sure if it would be a good idea to add another kitty, but he does need a real forever home. The lady who is caring for him can't keep him. She lives in an apartment had already has more kitties than she should have according to her lease.
